为进一步推广“聚英卡”，便利外籍人才在华工作生活，4月16日下午，市科技局、市人社局联合中国银行宁波市分行，走进宁波诺丁汉大学，为学校116位外籍人才上门办理“聚英卡”（“Join in Card”）。

To further promote the "Join in Card" and facilitate the work and daily life of foreign talents in China, the Ningbo Science and Technology Bureau and the Ningbo Human Resources and Social Security Bureau partnered with Bank of China Ningbo Branch to provide on-site “Join in Card” processing services at the University of Nottingham Ningbo China (UNNC) on April 16, enabling 116 foreign talents at UNNC to receive their “Join in Card”.

“聚英卡”寓意聚天下英才，以社保卡为载体，通过将外国人工作许可信息加载到社保卡，实现证卡信息融合并集成办理。持卡人可享受社保卡居民服务“一卡通”服务。

The name of "Join in Card" symbolizes the gathering of global talents. By integrating foreign talent’s work permit information into a social security card, the “Join in Card” enables seamless processing, allowing foreign professionals working in Ningbo to simultaneously obtain their work permits and the social security card (i.e., the "Join in Card"). This integration provides access to the city’s “all-in-one card service”.

在活动现场，中国银行诺丁汉大学支行的工作人员与校方志愿者通力合作，耐心细致地为宁诺外国专家讲解办卡流程、资料填报及卡片功能。“聚英卡”的即时办理，也让外籍专家“足不出校”体验到“宁波效率”，感受到“宁波温度”。来自巴基斯坦的Muhammad Sajjad先生说：“原本需要请假半天去政务服务中心办理，现在利用课间休息就能搞定，这样的服务非常贴心。”

At the UNNC, staff members of different departments and campus volunteers provided comprehensive assistance, guiding applicants through documentation procedures and explaining card functionalities. The streamlined onsite processing demonstrated "Ningbo Efficiency" while conveying municipal hospitality. Muhammad Sajjad from Pakistan commented: “This campus service saved me half-day leave previously needed for Government Service Center visits. Being able to complete formalities between classes exemplifies a perfect blend of efficiency and convenience.”

为优化人才服务体验，进一步扩大“聚英卡”覆盖范围，推动卡片功能与公共服务场景深度对接，市科技局与市人力社保局于当日正式启动实施“聚英卡”常态化预约服务机制。符合申请条件的外籍人才可通过扫描官方二维码在线填报信息，就近选择宁波市辖区内的64个银行网点进行预约。预约成功至少5个工作日后，银行将通过短信或电话通知申请人领卡及开通金融账户事宜。申请人收到通知后，须携带本人护照原件及银行所需材料至网点办理相关手续。通过银行网点资源整合，“聚英卡”服务半径将从原来的市政务服务中心扩展到全城64个网点，实现“15分钟便民服务圈”覆盖。

To optimize user experience and expand service integration with public utilities, the Ningbo Science and Technology Talent Division (Administration of Foreign Experts Affairs) of Ningbo Science and Technology Bureau and Social Security Card Service Center of Ningbo Human Resources and Social Security Bureau, has implemented the regular appointment system for the “Join in Card”.

Eligible foreign talents may now:

1.Submit the application and select one of the 64 designated bank branches online by scanning the QR code.

2.Receive SMS or phone notification from the chosen bank branch for card collection and financial account activation (typically on or after 5 working days after successful application).

3.Bring the original valid passport and materials required by the bank to collect the “Join in Card” at the selected bank branch and activate the financial account.

“Join in Card” service radius will expand from the Government Service Centers to 64 bank branches citywide, achieving the coverage of a “15-minute convenient service accessibility zone” through strategic resource integration.
