  • A. To stimulate innovation-driven development, draw up strategies, plans, and polices for city-wide science and technology (S&T) development and introduction of overseas intellectual resources; and organize their implementation.

    B. To promote overall reform in the city-wide S&T system; enhance incentive mechanism for S&T innovation together with other authorities; optimize the science research system and guide the reforms in science and research institutions; and build a decision-making consultation system for major S&T projects.

    C. To organize the implementation of S&T plans; draw up plans, policies, and measures for S&T development, industrialization, and the application of S&T in facilitating social development, in particular agricultural and rural development; commit technology development demand analysis in key areas; coordinate research and development (R&D) and innovation of key shared technology, frontier technology, modern engineering technology, and disruptive technology; propose plans of major S&T projects and supervise their implementation; be in charge of organizing major technical research and pilot achievement application; draw up plans, policies, and standards for city-wide basic research, and organize their implementation; organize and coordinate basic research and applied basic research.

    D. To be in charge of and organize the cultivation of high and new technology enterprises and S&T small and medium-sized enterprises; guide city-wide innovation, S&T resource layout, and innovation capacity building; promote S&T innovation in function areas, such as high and new technology industry parks and national independent innovation demonstration zone; facilitate the development of platforms, such as key laboratories, S&T incubators, enterprise R&D institutions, and mass entrepreneurship spaces; guide the development of S&T services, technology market, and S&T intermediary organizations; promote military-civilian integration development in S&T; and guide city-wide work in S&T confidentiality.

    E. To be responsible for the building of the S&T supervision and evaluation system and the management of related S&T evaluation process; guide the reform of S&T evaluation system; coordinate works on improving science and research integrity; promote the popularization of science.

    F. To draw up policies and measures for the transformation of S&T achievements and promotion of industry-university-research integration, and organize their implementation; improve the system for the transformation of S&T achievements; organize and implement S&T cooperation and S&T talent exchanges; be in charge of advancing the introduction of major institutes and research institutions; organize and implement application of S&T awards; promote the building of the S&T marketing system.

    G. To be in charge of introducing overseas intellectual resources; draw up plans and programs for introducing overseas experts and organize their implementation; build up the service system for contacting with overseas experts; draw up plans, polices, and annual program of government-backed training in overseas locations and supervise their implementation; carry out international S&T cooperation; be in charge of the building and management of overseas talent introduction network.

    H. To be in charge of developing S&T talent team; lead in the organization and implementation of major talent programs; make sure that the role of talents is taken as an important criterion for evaluating scientific and technological innovation of enterprises and institutions; draw up plans and polices for the development of S&T talent team together with other departments; establish and improve evaluation and incentive system for S&T talent; organize the implementation of S&T talent plan to promote high-end S&T talent team building; in charge of the organization and implementation of national, provincial, and municipal talent plans (programs) in the S&T system.

    I. To carry out other work assigned by the CPC Ningbo Municipal Committee and Ningbo Municipal Government.

    J. Function Transformation.

    1. To enhance, optimize, and transform the government function of S&T management with the focus of implementing the innovation-driven development strategy; improve the S&T innovation system and institutions; strengthen coordination and cooperation in macro-management; consolidate interim and post-event supervision and integrity in S&T research.

    2. To implement reforms in S&T planning, shifting the focus from R&D management to innovation service in a bid to increase the effectiveness of S&T resource allocation and reduce repetition, dispersion, and fragmentation.

    3. To further improve the appraisal and management mechanism of S&T projects; the application, review, acceptance, and performance evaluation of planned S&T projects will be entrusted to third-party professional organizations.

    4. To further improve the evaluation system for science and research institutions with a focus on promoting their planning and performance evaluation; the establishment and adjustment of science and research institutions will no longer require administrative approval.

    5. To further improve the evaluation mechanism for S&T talents; establish and optimize S&T talent evaluation system and incentive policies featuring innovation capacity, quality, contribution, and performance; coordinate city-wide S&T talent team building and the introduction of overseas intellectual resources.
