Responsible for day-to-day operation of the Bureau; takes on secretarial, information publicity, open government affairs, supervision, letters and visits, conference affairs, classified documents, confidentiality, archives, security, logistics, finance, and other related works; organizes research and draft general documents and important files; responding to People’s Congress suggestions and CPPCC proposals; following-up to key leadership instructions; internal auditing; the organization, human resources, and establishment management of the Bureau and its affiliated institutions; providing service to the retired officials; instructing on team building in the S&T system; serving as the secretariat of the Science and Technology Mobilization Office, Ningbo Municipal National Defense Mobilization Committee.

Responsible for the promotion of reforming the S&T system, building the innovation system, and transforming new driving forces; instructs districts, counties (cities) on innovative development; coordinating and promoting S&T innovation in function areas, such as high and new technology industry parks and national independent innovation demonstration zones; drawing up policies, measures, and plans for S&T innovation; drafting related local rules and regulations within the limits of legislative power; legal audit of regulatory documents, administrative review, and responses to administrative litigation; organizing decision-making consultation for key S&T projects; produces S&T statistics, innovation survey, monitoring and analysis, and S&T assessment; managing R&D investment; administrative approval and law popularization; serving as the secretariat of the Office of the Leading Group of the National Independent Innovation Demonstration Zone, and of the Office of the Leading Group of National Innovative City. 

Responsible for drawing up policies and measures for S&T resource allocation; the Bureau’s budgeting and final accounting, and their implementation and supervision; leading in the management of municipality-level S&T plans; the building of the supervision and evaluation system and the management of S&T evaluation; proposing policies and measures for the reform of the S&T evaluation mechanism and be in charge of their implementation and supervision; organizing S&T evaluation and assessment and related supervision and inspection; implementing S&T financing; improving S&T integrity and practicing S&T reporting.

Responsible for drawing up policies, measures, and recommendation regarding S&T platforms, domestic S&T cooperation, the transfer and commercialization of S&T achievements, and the promotion of industry-university-research integration; proposing policies, measures, and recommendation regarding intellectual properties in enterprises and public entities; guiding the creation and use of such intellectual properties; promoting the development of technology market; military-civilian integration development in S&T; advancing the introduction of major institutes and research institutions; instructing and coordinating the building of S&T innovation platforms; organizing application and recommendation for S&T awards; promoting the development of S&T services and opening up and sharing S&T resources.

Responsible for drawing up plans and policies for the development and industrialization of high and new technologies; organizing demand analysis of technology development in related fields; proposing major tasks and their implementation; managing certification of high and new technology enterprises, cultivating S&T small and medium-sized enterprises, and promoting entrepreneurship and innovation in enterprises together with other departments; facilitating the building of innovation platforms in related fields; serving as the secretariat of the Office of the Municipal Leading Group of the Certification of High and New Technology Enterprises.

Responsible for drawing up policies and plans for promoting S&T advancement in agriculture and rural and social development; organizing technology demand analysis in agriculture and rural and social development; proposing major tasks and their implementation; proposing plans for platforms and bases in related fields and their implementation; S&T and poverty alleviation; managing S&T commissioner; the popularization of science and basic and applied basic research; serving as the secretariat of the Office of the Municipal Leading Group of S&T Commissioner.

Ningbo Administration of Foreign Experts Affairs is a chief-division-level institution under the leadership of and managed by the Ningbo Municipal Bureau of Science and Technology. The Administration is responsible for drawing up plans and policies on the introduction of overseas intellectual resources and the team building of S&T professionals; administrative approval of foreigner’s work permit and related public services; organizing the application for national and provincial rewards for foreign experts; managing city-wide application for government-backed training in overseas locations; implementing S&T talent plans and talent evaluation; international S&T cooperation and the building of foreign experts’ workstations.
